Due to ongoing geopolitical developments, fuel prices have increased significantly, impacting operations provided by third-party service providers, including feeder vessels, barges, trucks and rail.
In addition to the previously announced Emergency Fuel Surcharge (EFS), we are now facing bunker cost increases from our third-party operators. As the EFS covers incremental fuel costs within Hapag-Lloyd-operated services, these additional third-party cost increases require a separate surcharge.
We will therefore introduce the Emergency Fuel Origin/Destination Charge (EFO/EFD/XLM/XXL), applicable on relevant Inland Moves on all Trades, to address the operational costs related to third-party operated services.
The surcharge will be applied as follows:
- EFO (Origin): Emergency Fuel Origin
- EFD (Destination): Emergency Fuel Destination
For Off B/L in Mainland China:
- XLM (Origin): Emergency Inland Fuel Origin
- XXL (Destination): Emergency Inland Fuel Destination
The applicable surcharge level is as follows:
- Per TEU: USD 10
Valid for all export and import shipments in Asian locations, except for Taiwan (China), Australia and New Zealand. A separate customer advisory is available for these locations. Meanwhile, the surcharge for Mainland China, Hong Kong & Macau is limited to Truck, Rail and combined Truck & Rail (Combined Rail).
This surcharge will apply for non-FMC regulated trades with tariffing date on or after May 15, 2026. For FMC-regulated trades, the surcharge will be effective June 14, 2026. The charge will be applied to all container types and will be payable by the sea freight payer. This adjustment reflects the explicit operational cost increases charged by third-party service operators.
Please note that the Emergency Fuel Origin / Destination Charge (EFO/EFD/XLM/XXL) is separate from the Emergency Operations Charge (EOO/EOD) applicable to third-party feeder services in Asia & Oceania.
